Frustratingly there is no director commentary on the BD. Where perhaps he could have shed some light on it. Ultimately it's down to the editor. But i'm assuming there were storyboards for the sequence?

It's just not a well edited moment.

QOB is indeed a movie gone mad in the editing room, some parts make sense but with the editor of the Bourne movie they never matched the crazy energy that the Bourne movies have. I am not sure why they wanted to mimic the Bourne series in one of their strengths, it is certainly not well used in this movie.

The only answer is, the film has scenes missing from it.

Absolutely. Even if he does say "anchor", and I don't personally believe he does, there's still plenty of physics issues with what the scene is showing us.

Just watched this moment a few times. I'm not convinced he says 'anchor'. There's no logical reason why he would say this. To me, it sounds like he's just grunting. There's also no reason why Bond wouldn't've thrown the anchor into the water instead of the very boat it's supposed to flip. A huge error there, in what is otherwise a mostly plausible film.

Bad writing and lack of understanding physics.

The boat was designed by Q Branch. That's why it could fly. Q was intended to be working for Quantum/Spectre all along. They later dumped that storyline for something more sensible, and choose to turn Blofeld into Bond's stepbrother instead.

The history of the response to Quantum of Solace and this item. That's all.

Is that the scientific formula they used for launching the boat?

-So if I understand it, Medrano's men flew away - in a boat that sprouted wings!
-Oh, that's perfectly feasible, sir. In fact, we're working on one now.
    -Oh, shut up, Q.
