Yeah, Barbara also confirmed the same in that Variety interview, and so did Fukunaga in Empire. 'Shapeherding the world to its finality', with it being an 'emotionally satisfying conclusion', with most loose ends tied up.
With that 3 hour run time...I doubt it'll be like RoS, at least Blofeld is indeed just in prison!
NTTD will be locked now. At best there might be a few minor trims here and there, more often than not to adjust slightly for the music score (this is pretty common), or slipping or trimming final VFX shots by a few frames, but any major editing or cuts are unlikely once a film is being mixed in the sound theatre and the score is being recorded - the film needs to be fine cut for those final stages of the sound and the score, plus for negative cutting and grading, which will be happening very soon now.
It does seem we are in for a long film, I always expected as much, and we'll soon know the precise length. I'm personally betting on 155 - 160 mins.
Yes, he's been the voice inside Bond's head the entire time and cloned Blofeld.
In all seriousness, though, I hope that was more of a throw away line and with the exception of Madeline, Spectre and Blofeld that the previous films aren't mentioned. I don't want to see another Spectre like scene where we see LeChiffre, Silva, Green and Vesper in the MI6 building rigged to explode.

In the early days when we were getting plot, location, and character snippets, it really seemed like there were a lot of moving pieces to fit into the movie.
I really hope that the running time - if it's to be this long - ends up feeling epic rather than just long.

What does Daniel Craig think about the red hot reception that greeted the sweater game of his Knives Out costar Chris Evans? When your writer met the British actor in New York for EW’s No Time to Die cover shoot I had reason to ask him. You see, that very morning had seen the release of Craig’s character poster for the latest James Bond adventure which showed 007 himself sporting a nifty blue “jumper,” as they say in the U.K. So, was this prompted by jealousy of the love shown for Evans’ woolly body-warmer?
“I’m jealous of his pecs, that’s what I’m jealous of!” said the actor, with a chuckle.
Craig did let slip that the outfit he wears in the image does have a special significance.
“It’s interesting, because, that costume, a lot of heartache and thought goes into that, and you’ll see what it is,” he said. “It means something in the movie.”
