I've read that originally his role was supposed to be much larger in TLD but Gotell's health wouldn't allow for it. So they wrote in the General Pushkin character instead. If things had gone as originally intended that would've been Gotell/Gogol's biggest role in the series and TLD might've won this tournament instead.

I also like how the relationship between the British and General Gogol is often one of cooperation, and when it's not, the adversarial feeling still has a certain gentlemanly touch. It's two different sides, yes, but both sides are made up of people, after all.
Imagine Bond holding Gogol at gunpoint at the Tangiers hotel. It would have built on five films' worth of appearances. In a sense, it wouldn't have been ideal given Moore would have been out of the picture by now, but I can't see him in that scene, anyway. Even with Dalton, it would have been an impactful moment.
