Alfred Newman actually composed it before the company was known as 20th Century Fox. He composed the initial theme in 1933.
This line, to me, has never sounded like it is being delivered by Waltz.
Do we know if the gun barrel will be back at the beginning? There's no reason why it couldn't have been at the start of Skyfall. I think Mendes wanted the mosk sound effects to begin while we were still looking at the Colombia logo. He could have smoothly gone into black after having a shrinking gunbarrel, then the mosk sounds could have begun as it faded in to Bond standing at the end of the hallway.
Now after watching the Ross interview with Waltz, I'm not so sure.

The marketing budget for #Bond must be INSANE. I've literally seen Daniel Craig more than my own father recently.
I also remember one which LALD had when first shown on TV - where the logo grew. It was similar to the 1968 one here:

IF (in the english language version) that is Scott's voice -
WHY would Waltz and his dubbing actors speak the line in the dubbed versions all around the globe?
That doesn't make any sense.
If you watch the german version, it's Waltz saying that line.
If you watch the french version, it's Waltz' dubbing actor speaking that line.
And so on ...
Nothing to discuss here anymore.

I agree, but I do think Scott says part of the line, even if Waltz says the rest.
So lets say Warner Bros got the rights next, does that mean that the WB logo would be at the start of Bond 25 instead of the Sony one? Woah... That's weird.
The WB logo would replace the Columbia logo.

Always first the Metro-Goldwyn-Mayer logo with the roaring lion, then secondly the Columbia Pictures logo.
Actually, the previous United Artists-MGM cooperation was quite confusing.
"For Your Eyes Only":
--> Until "For Your Eyes Only" the Bond films in cinema were solely preceded by the United Artists Transamerica-logo.
"Octopussy" and "A View To A Kill":
--> Then in 1982, due to financial trouble with United Artists, MGM bought most of the UA-shares. So "Octopussy" in cinema was preceded by the MGM roaring lion-logo and then in short the words "United Artists presents".
--> But above the lion you can see United Artists is now part of MGM.
--> In 1985 in cinema "A View To A Kill" was solely preceded by the roaring lion from MGM.
"The Living Daylights":
--> Then for "The Living Daylights" in cinema the roaring lion disappeared and United Artists seemed to be more 'financially healthy' again. The new MGM Communications Group merged with United Artists and they created a combined logo.
"Licence To Kill":
--> When I saw "Licence To Kill" in cinema for the first time, I remember very well that the United Artists logo was a bit shorter as compared to the logo for "The Living Daylights".
--> The lacklustre MGM Communications logo is gone.
--> Also, in those days United International Pictures did all the distribution for the James Bond films in Europe. This is what I saw in cinema.
"GoldenEye" and "Tomorrow Never Dies":
--> What a lovely logo this was. I especially loved the fanfare, both used for "Tomorrow Never Dies" and "GoldenEye".
--> Small difference though. For "GoldenEye" United Artists was more or less independent after all the mess with MGM (causing the 6 year hiatus). It was saying "United Artists Pictures Inc.".
--> But for "TND" MGM got onboard again, renaming the logo "United Artists An MGM Company".
"The World Is Not Enough":
--> United Artists now was dead, gone! MGM took over all the stuff, and we got the roaring lion back in full for the first time since 1985's "A View To A Kill".
--> Nice detail: In 1999 Metro-Goldwyn-Mayer celebrated its 75th anniversary, hence we got the above logo in cinema. And off course straight after that the gunbarrel sequence.
"Die Another Day":
--> The last time MGM gave us the roaring lion independently, without cooperation with another movie company like Columbia Pictures.
--> This roaring lion is still accompanied on some of the Blu-Ray's and DVD's (but only those that were co-financed are entirely financed by MGM!).
"Casino Royale":
--> Columbia Pictures came onboard! Due to -again- a huge financial mess at MGM. And as of today MGM needs to cooperate with various other movie companies. Independently they aren't producing/distributing anymore. It's one of the reasons why James Bond always need to suffer from that fact. As you know Sony/Columbia is almost done with the co-financing/distribution deal with EON. So here we go again....some uncertainty, as MGM can not produce/finance alone with EON.
--> For "Casino Royale" the film kicked off with the MGM roraring lion logo and then it was followed by the Columbia Pictures logo WITH fanfare in black-and-white.
"Quantum Of Solace":
--> Again, we first got the MGM logo, then the Columbia Pictures logo. This time in color.
--> The MGM logo was slightly enhanced digitally to accomodate to Full-HD. It's certainly more crisp and clear.
--> But Columbia Pictures left out the fanfare! Instead, David Arnold's music gets played over both logo's.
"Skyfall":
--> A complete new Metro-Goldwyn-Mayer-logo! Completely digitally enhanced with added 3D. It kicks off with lion's pinching brown eye. This logo we will see at the start of "SPECTRE" as well, but it had its premiere with the release of "Skyfall".
(--> Funny though, the brand new Paramount Pictures logo had its premiere with "Mission: Impossible - Rogue Nation")
"SPECTRE":
--> Expect the same order as previous three Bond films. So first the new 3D MGM-logo.
--> And then the Columbia logo. But the logo has slightly changed. Sony wants to become more visible, thus incorporating a simple logo of Sony with the logo of Columbia. Let's see if we get to see that next week in cinema as well.
