That’s how it’s spelt. In the UK ‘licence’ is the noun, but ‘license’ is the verb.
He has a licence to kill, he has been licensed to kill.

I wouldn't be at all surprised to learn that it never occurred to them during the production of LTK to do that.
It would have probably saved them a fortune in publicity materials during the original release and subsequent home media releases. What a good observation.
Well it's called 'Licence To Kill' in the US as well: they didn't change the spelling to suit the US, which I was surprised by. I guess 'Licensed To Kill' is sort of harder to enunciate as the d and t sounds collide!
Licence to Kill as it is represents what he gave up at least for the film to go after Leiter's enemies. Lastly, from the images I posted above it seems early on promotion was prepared to represent both Licence and License (as they did with the Gardner novel). I'm glad they rightly committed to the Licence spelling as we know it today in the States.

Well if Americans weren't thick it would have been called Licence Revoked!
But Bond needed to drive the truck at the end of the film. Just sayin'.
