    But, he was after Bond's head and actually threatened his life. So, that does make him a Bond villain in a manner.

    Yes, I wonder what that might be.

    For me, Savalas reminds me of the Luthor that appears in the Superman: The Animated Series episodes.

    Pleasance would be Lex Luthor Jr six decades after the original Luthor would be in his prime, constantly trying to live up to his father's image (Savalas) yet remaining in his shadow, for which he's a laughing stock trying to be menacing but comes off as an overgrown overprivileged kid. :))

    Yaphet Koto would be a good choice in my opinion. Course bound to create controversy as I don't think Luthor has ever been African American.
