Yep. But given the look of the blonde girl in the Toyota, are we really sure Armas is gonna look that way in the movie? Weird. The male stunt double is definitely Magnussen.
If she's not de Armas, must be Seydoux. Since those people are stunt double with face replacement, she must be one of the main actors. Seydoux.
Maybe Bond thought she died in the PTS, but the truth is she didn't.
I've thought this as well, but, as has been pointed out, they are being perused by modern vehicles. this could possibly be misdirection on the part of the production.
Also the V8 and the other car are in the same shot, wouldn't that mean that he couldn't be driving both so he's either in one or the other and my money would be on the V8. I'm just guessing to be honest haha :D
This is the most plausible explanation so far!
No. 2/3's into the movie Bond gets his licence back or gets reinstated, then visits Q's lab with Moneypenny to aquire the V8, which he uses to tail/chase the Toyota to the place where the final showdown takes place, probably that castle in Scotland.

It turns out that the dangerous technology Malek's character is working on can erase DAD if tweaked a bit.

EDIT: Never mind. Found an article and some pictures although I don't see a camera actually filming the sequence, and what is that blue thing.
The article suggests this was stunt driving practise.
