It's from Billie Eilish official video song,just before bond turn around and saw Madeline.
This shot has me most intrigued. This obviously happens right after he and Safin have their little face to face meeting. “History isn’t kind to men who play God.”
I’m hoping he’s looking pissed off because Safin escaped. If Safin takes his own life, that’ll be quite anticlimactic given how much they’ve hyped his character.
I would kind of be Annoyed by that and here is why

Le Chiffe is killed by Mr. White
Quantum of Solace
Dominic Green is killed by Quantum (I mean sure bond didn't help but still)

Bond finally kills the main bad guy
Spectre
Blofeld Lives to die another day
so out of his first 4 films he has killed the main villain only once
Bond thinks he is alone, and breaks wind like he never has before.
Hence the dead on the floor, and with Swann turning away saying "Oh, FFS James.."

The other thing I'm wondering though is why Bond is angry if Safin does indeed kill himself Does he need Safin alive for some reason?

I have been wondering this myself. I really don't want this to be the case, but it is definitely possible... and that Bond's response in that photo is akin to Bond learning he killed the wrong Blofeld in DAF. There is some history with Bonds and duality. The twins in OP also come to mind.
This image in particular has me perplexed. This MUST come after he & Bond have their face to face meeting. Who else would he be pointing the gun at besides Bond?

Could he be pointing at Swann on the ground, maybe she's crying, scared?
And in comes Bond, fighting begins 007 vs Safin while Swann escapes out to Nomi/girl/rib boat and not knowing Bond's fate?
...which makes me think, they wouldn't try to leave if the plot wasn't stopped, or at least Nomi wouldn't, so Bond has to go back for Safin surely? Maybe the image above is that final interaction as opposed to before Madeleine leaves.
Yeah, perhaps you're right about Swann and Bond. Just come to think of the brief shot with them two near the glider area (I think) from Ellish music video. That might give us a hint of the timeline
