That said, this wouldn't be uncommon for the Japanese animators. Several anime use elements from Western pop culture, and not even in a hidden way. NGE, for example, closes every episode with a different version of 'Fly Me To The Moon'.
I still wouldn't call it theft or anything. Listen to the anime track in isolation. It's absolutely not "007".
That reminds me John Barry himself basically quotes the four-note horn motif of Bernard Herrmann's Cape Fear in TMWTGG, when Goodnight is placing the tracking device on Scaramanga's car.
