I'm quite confident it will be.
And I think it's the most likely out of Fleming's titles in the sense that it's the most 'arty' while still making sense. I just feel if the producers were happy with QoS, they'll likely go for Risico next.

A few more 'likely' designs I made a few weeks ago:
They have the rights to all the official Fleming, and post-Fleming Bond books. They also have rights to all the films, including CR67 and NSNA. So they could, they just don't.
Not according to this interview with Daniel Craig, people always wondered why Gardner's story titles hasn't been used for any Bond film.

Also for Die Another Day, I remember Colonel Tan-Sun Moon was originally going to be named Sun Liang-Tan after the character from Colonel Sun but but when the Fleming estate insisted on royalties for the use of the name, they changed the name to Colonel Tan-Sun Moon.
That was 2002, they got the rights to the books when they got the rights to the Casino Royale title after DAD was released.
Eon don't own the properties of the continuation novels, but they own the rights to adapt them, meaning no one else could make the films. They could if they chose to, and of course someone would have to be paid for it.
So we may see future Bond movie wielding titles like "Licence Renewed", "For Special Service", "Icebreaker", "High Time to Kill", "The facts of death", or even "Carte Blanche" (which I would love Bond 24 to be based on). I hope EON can give The Union (from Raymond Benson's Bond continuation) a screen appearance.
