If this news about a little girl who presumably resembles Seydoux is true, I’d wager a guess it’s going to be a flashback. There must be something significant about what happened to her when she was little.
And sure flashbacks (and future flash forwards) can be used creatively, in many ways. If Boyle were directing this I would be a lot more concerned; just saying I still trust Cary.
Somebody earlier used the word "melodrama" but really that can be so very bad or actually well done, with the right director, script, and actors. So we must have a bit of faith ... and why not? I have very positive vibes about Bond 25 - including being in Norway, finally! That's so great. I've wanted that for years.
True enough. Danjaq and Eon would have to purchase the rights. However, my understanding, is Danjaq/Eon has right of first refusal. Essentially, there is no other buyer and it wouldn't cost that much (relatively speaking). It would be small fraction of what was spent on the SPECTRE car drive or world's biggest movie explosion.

The entire casting call is even more revealing:

She's supposed to be a young Léa Seydoux. Physical resemblance is very important. Your daughter must be athletic, with some personality and confidence. The child must know how to swim and be comfortable with water. [This part is actually emphasized in the casting call]. Important part.
No previous experience necessary to apply. The casting will take place in Paris in January."
"Léa Seydoux enfant" is definitely a young Léa Seydoux. If the part was for a daughter, it would say "la fille de Léa Seydoux" instead.
And it makes sense that they would use another company. If they need a French girl who speaks French, they have to go through a French agency. If the girl had no lines, they could use their usual providers.

The Bond films are always set in the world of today. SPECTRE was very (on-the-nose) a film set in 2015. Even if Bond and Madeleine had a child immediately after that film, she'd barely be 5 years old in this film. So unless this film's set in -- I don't know, 2029? -- I'd highly doubt she'd be gunning down SPECTRE assassins by now.
- the location can double as another location (possibly another country), given how it looks like it could be anywhere.
- and that we might see more than one Norwegian location being used in the film.
